LEGENDS ALEXANDRIA BASKETBALL LEAGUE RULES

 

  1. High School Rules – Legends Alexandria follows High School rules with some exceptions, including:
    • Six Fouls: Players foul out after 6 fouls (vs. 5 in HS).
    • Time-outs: Two time-outs per half are allowed. Time-outs do not carry over from the 1st half to the second half of games.  Time-outs do carry over from the second half to OT, and from OT to OT.  
    • Ball Advancement: past mid-court is allowed for Time Outs called in the last 1 minute of regulation or overtime(s).
    • Game Length: Two twenty-minute halves
    • Game Clock Rule: The game clock stops on all whistles for the last two minutes of each half and overtime period.
    • Overtimes - Regular Season: The first OT is 3 minutes. The second OT will be 2 min in length.  The third OT 1 min.  After 3 OT, there is a “Golden Point” rule where the first team to score one or more points wins.
    • Overtimes - Playoffs: The first OT is 3 minutes. If still tied, further OTs shall be 2 minutes long until there is a winner.
    • Mercy/Sportsmanship: If a team is winning by 20 points, the clock will remain a running clock. Pressing is highly discouraged by the winning team if they are up by 20 or more points.
    • Dunking Rule – Dunking is allowed in high schools with break-away rims. 
  2. Abusive Behavior - Physical or verbal abuse of other players, teammates, or referees is forbidden and may result in suspension for the player(s) involved. Additional punishments, including forfeiture of the game for the player(s) teams, may occur at the discretion of the Commissioner.  Referrals to the police for egregious violations are also possible depending on the nature of the event.  NOTE: Guns, knives or other weapons are not allowed on school property in Virginia, including parking lots.  If Legends is made aware of any violations or potential violations, we are obligated to call County Police to investigate.  (Virginia Laws for Weapons on School Property)
  3. Unsportsmanlike Conduct - Intentionally flagrant fouling is forbidden behavior that will result in penalties to individuals/teams, including without limitation ejections, suspensions, or bans from the league. Off-court behavior including behavior after games, in the stands, or in the parking lots outside of schools fall under these guidelines.
  4. Technical Fouls - 3 or more technical fouls will result in a 1-game minimum suspension, at the recommendation of the referees and discretion of the Commissioner. Technical fouls carry over from the regular season to the playoffs.
  5. Rosters: Rosters should be provided by the first game of the regular season.  Commissioner approval is required for the addition of players to team rosters during the regular season and is not allowed after the fourth game of the season.  Teams should have between 7-12 players on their rosters, with very limited exceptions (i.e., a team of firefighters needing to have more players because of the long shifts they have).
  6. Playoff Eligibility Rule: To be eligible for the playoffs, players must have played in at least THREE regular season games, with limited exceptions such as injuries or professional requirements (police officers, firefighters, etc.).  Exceptions will be made at the Commissioner’s discretion.
  7. Substitutions - Regular Season: By default, substitutions are not allowed if a 5-person roster is available. If a team with 5 players present wishes to add an additional sub(s), the opposing coach must agree. Teams may borrow players from a team in the same or lower division to get to 5 players if a minimum of three team members are present. If a team wants to add one or more subs from a higher division, the opposing coach must agree.
  8. Substitution – Playoffs: No substitutions are allowed if five players from the team are available. If fewer than five players are available, the opposing coach MUST approve any subs. The opposing coach will not be penalized for not agreeing to subs. 
  9. Substitution Eligibility - Substitutes should be members of Legends Teams.  Non-Legends players cannot play in any Legends game. 
  10. Forfeit Rules A team will forfeit their game if they have less than a minimum of 4 players to start. A team that fails to show up for a game without notice will forfeit that game and may not be scheduled for future games at the Commissioner’s discretion.       
  11. Ejection Rule – Players ejected from games must leave the Legends Venue immediately.  Failure to leave immediately may result in the forfeiture of the game for the player’s team.  Ejections may result in suspensions of one or more games, at the recommendation of the referees and discretion of the Commissioner. Note 1: The suspension will be the next game be it regular season or playoffs.  Note 2: Two ejections in a single season will remove eligibility for the rest of the season.
  12. Equipment All players must wear non-marking basketball sneakers.
  13. Uniforms: Teams are encouraged to play with the official Legends Basketball uniform. Non-Legends Uniforms should be reversible, and commissioner approved. Technical Fouls may be assessed for lack of uniforms in the regular season. For Finals games, players not wearing uniforms may not be allowed to play. 
  14. Doubleheaders: Both games count if a doubleheader is scheduled ahead of time, both games count. If a doubleheader is scheduled at the last minute, i.e., if a team fills in for a no-show team, it will be at the discretion of the commissioner and the agreement of both coaches as to whether the game will count.
  15. Playing on Two Teams / Multiple Teams: A player may plan on two teams only if the teams are in different divisions. The player (and teams) assumes the risk that if both teams end up in the same division during the regular season or playoffs, the player must make a choice between those two teams and may not continue with both teams.
  16. Player Overlap on Teams: The rule of thumb is the majority of players on any team should be different from any other team. In theory, you could have 5 players overlap both teams, if they both have a full roster of 12 players, and 7 of them are unique on both teams.  The Commissioner reserves the right to make judgment calls on these team overlaps in the interest of maintaining appropriate competition levels across divisions.  I.e. 5 Elite star players can’t play together on an elite team and a b division team if it results in unfair competition in the B division.
